NO SUCH LAW?

The above is a composit cut and paste from pages 29 and 30 of the Republic Act 7610. The first paragraph is on page 29 and the second paragraph is on page 30. They are consecutive paragraphs and no attempt was made to leave anything out. But Shay Cullen claims in his defense THERE IS NO SUCH LAW. Really?
