I have been asked several times why I am setting up this site. It is because I am angry and frustrated by the ongoing attacks on my children and I by Shay Cullen and his staff at Preda Foundation, Inc., the fact that my daughter was raped, her brother and another young child (at the time) accused of the deed, and I am publicly ridiculed as a pedophile, a member of the nonexistent (to my knowledge) “Olongapo Sex Mafia” by Shay Cullen and his staff, words that are pure libel.
But that is not the full reason at all. Let me explain:
Shay Cullen and his organization is set up as a NON-PROFIT organization, but considering the fact that he and his organization exist on donations and sales of locally-made products, has advertised itself in the past as a hotel and other profit-generating functions, it does not seem that it is in fact “non-profit” but more like a profit-making venture.
This site’s goals are to inform the supporters and potential supporters of Preda Foundation, Inc. that they may be getting ripped off. This is not an accusation, mind you, and the word I used is in the context of “possible,” not as a certain fact. It is entirely up to the reader to determine if Preda Foundation is a worthy cause or a scam operation.
I only provide background, documents in existence, and questions.
Questions like:
Preda is touted on its web site as being set up from 1974 as a child-caring human resources and community service organization. Is it (look at the original Articles of Incorporation as supplied by the Securities and Exchange Commission - PAGE 1 - PAGE 2 - PAGE 3 - PAGE 4)?
Preda is not mentioning very much its roots as a drug addiction and alcohol abuse care facility. Why not?
When did drug addicts or alcoholics get treated with sexual abused women and children? Is there some reason that victims were placed in such a predicament that they may have been abused again by drug addicts or alcoholics?
What in the world would any organization whose stated goals is, among others, treating drug and alcohol dependent persons, sexually abused women and children, and other noble causes have any need whatsoever to being involved with ATOMIC ENERGY (first found in the amended Articles of Incorporation dated 1979 - see above)?
What happened with all the calls from 1986 until now for the deportation of Shay Cullen? Is someone paying off the government of the Philippines to protect a person who rapes little girls like my daughter and tries to state to the whole world that she said from the very beginning to her teachers, the social workers and the police that her own brother raped her?
Would the reader really want to support a man and his organization financially if there is evidence that he does not actually go after pedophiles, as he claims, but actually supports in public statements and writings that he and his organization break the law by kidnapping young girls while in the presence of police?
And these are only some of the questions that are raised in this web site.
The above questions and revelations are only to inform the reading public of the dangers of listening to, buying from, and/or donating to a man and his organization that may be doing nothing more than scamming the public for money and recognition.
I freely admit that I have filed many cases to the courts for the illegal activities that these people have done. That is on the record. Also on the record is the claim that the “Olongapo Sex Mafia” and “bar owners and operators”, as well as “local officials” have filed so many complaints against them, according to their statements.
Well, I am not a member of any sex mafia. Nor have I ever owned any bar or other business. And even though my wife and I filed a complaint for the deportation of Shay Cullen in July 2004, we are not “local officials” (and no resolution on that as of JUNE 2009). I am a retired United States Air Force member who worked not only on the flight line for nine years and as a clerk dealing with computers, but also as a Paralegal Technician. Shay Cullen refers to me publicly in a derogatory way as a “clerk”. Ok, that’s close, and I did office work among other things, but that does not make me any sort of criminal that Shay Cullen would like the world to believe.
On the other hand, do you want to donate your hard earned money to a man and his organization who sign falsely duplicated and/or recreated documents? The fact that I claim they sign them is not the issue – see the documents and signatures yourself on the links provided throughout this web site and decide if my statement is true or false.
