The picture above is of the observation decks of Preda. The nearer observation deck, which I understand is connected to Shay Cullen's living quarters (note what appears to be a lounge chair on it), shows the opulence of the building. Beyond that is the observation deck from which his picture was taken while he was protesting the erection of power poles (see the picture below to see what I mean about the angle – the observation deck is higher than the box he used to protest the power poles, which obstructed his pristine view of the bay). Other photos will show up to give an indication to the reader of some very disturbing indications of his apparent lack of concern for those less fortunate than himself. This must be taken in light of his own protestations of his concern for the wellbeing of women and children.
For example, do you notice he only wants to move TWO (2) poles? Here's something to consider: If the poles are moved further away, then the poles will be several feet lower, as the poles are on a roadway up the side of a very steep hillside. And there are people living on that hillside, which means the wires will be that much CLOSER to those people. If the poles are relocated behind Preda, then the electricity must pass not only over a cemetery and a community on the other side of Preda, but actually CLOSER to the children's quarters which are located behind the main buildings of Preda!
It is up to the reader to decide if Shay Cullen and his staff are telling the truth.
This will undoubtedly be labeled libelous by Shay Cullen and his followers; after all, it IS about him. I assure you, the reader, that it is not libelous, but it DOES denounce him for his and his staff’s writings and actions as supported by media, government and court records. As such, it cannot be libelous if it is merely the reporting of things that have happened. Any comments about those writings are mine, and I will not intentionally make statements out of context. As a matter of fact, I will also show, where room permits, the complete page of referenced documents. I will not even make accusations; I only ask questions for the reader to decide what is the truth.
According to law, to be libelous, the writing must be made in a malicious manner; that is, without fact or basis behind the writings and must contain lies, not truth; the mere comments made about the writings of the subject person, group or organization in order to more thoroughly understand their implications cannot be deemed libelous, unless they are done completely without fact and/or are patent distortions of the truth which can be proved to be lies. Shay Cullen would then have to prove that what is written herein is a lie, stated maliciously, distortion of the truth and therefore libelous. To do so will contradict his own statements and writings plus other public documents.
Everything here is backed up with documents and made as truthful as humanly possible. Shay Cullen’s (and his staff’s) own words will be quoted verbatim.
Why am I writing this?
My family has been maligned since 1998 by Shay Cullen, and attempts to find justice through the courts for the slander and libelous things he has said about my children and myself have all been either dismissed at the prosecutor’s office, or, in the cases that actually DID get into court, he has for the most part managed to have them pulled out of the court by higher government officials up to and including the Office of the President of the Philippines, just to avoid his day in court! Therefore, in order to reach the same readers as he has reached, I must show exactly what he has done in the way of misleading his reading public. Hence, as I do not have the money as he does to travel all over the world begging for donations in his crusade against “paedophiles” (his spelling), I am now hosting this site in order to tell the truth.
Shay Cullen still attacks me after being charged in court by me for Grave Oral Defamation (still ongoing), his violation of the Child Abuse Law (Republic Act 7610)(case still ongoing), and for Libel (withdrawn from court by order of the Regional State Prosecutor). A reasonable person should conclude that such utterances and writings to the detriment of the character of a person who successfully defends himself and his family by showing that the person writing and uttering malicious words against him were enough to bring charges in front of a judge for decision is not someone who will accept lies being told about him, and who fights back with the truth.
A normal person would conclude that it is not a good thing to tell lies about this person: Shay Cullen does not change his tactics, nor does he repent and try to do the right thing, such as apologize for his wrongful words and at least honestly attempt to tell the truth, nor to make restitution; therefore, can the reader conclude that he is not normal?
However, understand that I am not expressing my opinion at this point; I am only asking the readers to come to their own conclusions.
A gross misstatement of facts would be libel, and even though he has misstated facts (which I will present documents on this site that prove that not only did he misstate the facts, he knew of the true facts even before he made the statements), I could not get justice in the courts for his slander and libel.
How would the reader feel, being in the same position as I? You, the reader, be the judge as to why certain prosecutors were so favorable to the cases filed against Shay Cullen, or why past demands for his deportation went unheeded
Let's clarify the statements, reports and actions of Shay Cullen and his Preda Foundation, Inc. Is he a con artist? The reader can decide. That should be fair.
First, a definition: con artist - a swindler who exploits the confidence of his victim
- a person who swindles you by means of deception or fraud
swindler - a person who takes your money or confidence by deceptive means.
(Seems like both definitions are almost the same, doesn’t it?)
That said, let’s also keep in mind that nearly everybody tells lies from time to time. It is, after all, human nature to embellish the truth or to avoid problems, or to make yourself look better than you are. This is normal, and for the most part acceptable to a reasonable, mature person. But let’s face it: A con artist is one who not only embellishes the truth, but twists it with outright lies the con artist knows will garner sympathy in order to sucker his victim into giving up what the con artist wants, be it money, fame or glory.
Also, con artists, as a rule, present to their victims that they are doing good things, or have insights into ways to make money or improvements. The person and his organization (Preda) referred to here may not be con artists; that is up to the reader to determine. Whether they at times bring forth needed programs, or appear to want to protect children according to what can be read, that should never place them above the law or reproach for the misdeeds listed here with references to the complaints filed, the documents involved, answers, and public pronouncements taken from various media sources, including his own web site, www.preda.org.
Is Shay Cullen interested only in fame, glory and money with his manipulation of his organization called PREDA, the media, and certain officials, no matter who he has to disgrace or what family or child he has to destroy to get his goals?
Outrageous, you say? Well, read completely before you decide. There are not a few instances of falsification by this man; there are innumerable examples, some so completely outrageous as to be similar to Adolph Hitler’s “BIG LIE”, which shows that Shay Cullen seems to be incapable of telling the complete truth, much the same as Hitler. Unfortunately, most people only hear his side of the story and are never given the chance to hear or know the real truth. Now it is time to set the record straight using his own statements in official and public documents, along with photos and other documents that he does not want people to know about, as they very clearly tell the real truth.
If you don’t want to know the truth, read no further; if you do want the truth, this WILL shock you. If you are a backer of Shay Cullen and his PREDA organization, then you must read this completely for your own protection. I am not the first, nor the only person victimized by Shay Cullen, and unless he is stopped, I will not be the last victim either.
I will present the efforts of many people who have tried (and failed) to find justice from this man. It is not all about me and my conflict with him, although those events will also be aired here. After all, I have done a couple of things that Shay Cullen never counted upon, such as actually getting him into court as a respondent, and getting exonerated more than once when he filed false charges against me.
Of course, he would have the reader to believe that I am a liar, a pedophile, a negligent parent, a member of some "sex mafia" and anything else that negates any credibility that I may have. This is understandable, as he MUST discredit me, and to be truthful about that, I have made mistakes that he has pounced upon more than once; but a mistake is not necessarily a lie. A lie is when something is stated as a fact when the reverse is not only clearly known by the person making the statement, but also ignored for what it could do to him.
Furthermore, a mistake can be admitted; a lie cannot. That is why lies spawn more lies: They are like a computer virus, and standup comics love to use this when portraying a child caught in a lie. Catch any child in a lie: Sometimes it’s hard NOT to laugh!
This work is not fiction, although I truly wish it were. Names of minor children, even if they are now of legal age, are represented by fictitious names, or in the case of documents that may be reproduced, blacked out entirely, to include information such as addresses, names of schools or even townships that may in any way bring identification or embarrassment to the minors or their families. Unfortunately, the names of children that Shay Cullen and Preda have already published (without permission from any court, I might add, in violation of R.A. 7610), and readers who have read his propaganda KNOW that I am writing about the abuse done to my children, there is nothing to be done because Shay Cullen never went to court for the rape of my daughter and the “exoneration” never happened, no justice was ever done, and the truth MUST be told in order to expose him. Shay Cullen does not try to protect the identities of the minors, except by altering their names a bit, and this only after being charged for violation of the law, which he stated in more than one affidavit that this law DOES NOT EXIST!
Prior to publication of this work, a draft copy of this section, with certain referenced documents by cover letter, was sent in March 2004 to the Vatican, the Nobel Institute in Norway and the International Commission on Human Rights in Geneva with a request to reply by July 2004. The result of that action on my part led to no response on their part as of 31 August 2004, so this is published with the knowledge of those organizations of my intent, but not necessarily of the full content. I certainly hope that, at least in the case of the Vatican, they get totally embarrassed for allowing Father Shay Cullen to make a mockery of the Catholic religion, such as his (forwarded to the Vatican) downloaded Christmas page, where he disparaged the Three Wise Men, saying that they gave “unusable gold, it was probably a crime to posses it, and the inedible incense and myrrh. So impractical.”
Gold was and is even today a medium of exchange; incense covers up foul smelling odors from the stable, and myrrh, I understand, was a rare wood that Joseph (a carpenter) could use. My personal feeling is that Shay Cullen needs to be defrocked as a priest, deported as an undesirable, and jailed as a criminal. If you share my opinion, recommend to other donors of Shay Cullen and Preda to read this, please.
My point in this is that the subject individual may have committed at least the crime of rape against a minor, but the office of the now deposed President of the Philippines elected to let this man go free despite evidence, most of which he provided in his defense, may have convicted him, yet he claims that I “falsified” evidence used to have the charges filed in court. If the man had been found innocent in a courtroom by a competent judge, I would have no complaint; however, he NEVER WENT TO COURT. As a matter of fact, he eluded arrest, and while outside the law to escape justice, he petitioned the President of the Philippines to withdraw the complaint that was filed in court!
Because the case is no longer in court and the Supreme Court refused to hear the pleadings of this case, I have no choice but to expose what happened to the world. If certain people within the government of the Philippines are embarrassed, I’m very sorry, but I only wanted fair justice. It is not accusations against the government that I am after, and never did want to embarrass anyone, but I did want a fair handling of the truth. Am I wrong to want to be fairly treated? Am I wrong to have wanted my day in court?
Complaints I had when Shay Cullen wrote that I was a pedophile were dismissed, and Shay Cullen repeated himself over and over in the news media, on the Internet and on speaking engagements outside of this country, yet he failed to act on his own “proof” until November 1998, 9 months AFTER he obtained his “proof” (the boy’s “confession” for raping two times and “accusation” in February 1998 [note here also the boy, 12 years old, signed two documents knowing he was signing for two counts of rape. This is on direct knowledge that he was being accused of ten (10!) instances of rape! Does the reader think that he was told that if he signed for only two counts he could get off?]) and that was only in retaliation for my filing complaints of libel, grave oral defamation and other charges for which at that time he had only been brought to court on ONE charge of grave oral defamation!
He claims that my daughter was adopted led to my charging him with libel. Again dismissed, but that did not stop him from repeating the lie again and again, resulting in more than one complaint for libel. This seemed to work in his favor, as he used all the cases I filed as evidence that a fabled “sex mafia” was behind the filings, and that they were all false, frivolous and attempts to disrupt his successful campaign to catch pedophiles.
Examples of other deeds that he has done are included throughout these pages, and I know that I do not have a complete list, but the list I have is at the very least shocking.
I have been asked by others, “Why don’t you just blow him away?” My answer to that is that he would then become a martyr, and a man beneath contempt should never be made a martyr: He must be exposed and tried in a court of law. If the public prosecutors and the courts refuse to even hear of his misdeeds, then the only route left open is to expose him to the public, which is my only purpose here. This is the truth, and I certainly hope to protect some honest people and organizations against his efforts for fame, glory and donations. The truth can never be malicious.
Besides, it would do me no good to become a killer. I am willing to face the courts for libel simply because I know that no libel is being done, and he must have the opportunity to refute anything that I write; this is fair, and he cannot do that if he is dead. The basis of libel is to tell a lie in writing when the truth is known to the writer; this work is backed by documents that are open for anyone who needs to verify the information. Therefore, the accuser(s) will have their work cut out for them, for there is no libel in this work.
If I go to jail, I go because the right of freedom of speech as well as the right to tell the truth and uncover wrongdoings to the world would not be recognized here; and I go screaming for JUSTICE!
My only desire before was to lead a nice quiet life in my retirement. Shay Cullen and his supporters made sure that did not happen. Therefore, I will do what I have to do to clear my name and the name of my children. If justice had been properly done, Shay Cullen would be in jail standing trial: Perhaps convicted, perhaps exonerated and released. However, this never happened, even though recommended by the Department of Justice. It could still happen. Shay Cullen could be judged by the world at large; the Catholic Church could remove him from the priesthood and excommunicate him, and the man could be deported from Philippines as an undesirable alien. Then I could return to my peaceful retirement, and no more would be heard from me nor about the subject of Shay Cullen or Preda.
What did Shay Cullen and his staff want in making charges against
minors when he claims to the world that he protects minors?
Think about that.
